It really takes a few years of no prescribed burns to get really nasty.

Either way, it's all a scam industry. If you live in a place that burns you have to clear a fire break. The rest is a matter for the insurance companies.

Not if they intend to both light the fires and let them burn out of control, or hamper the control efforts.
