that's an estimate to be sure, hard to get raw data on this, there is VAERs which not everyone will go to, many ashamed to admit they made a mistake, I do suspect it's more than 4% actually. Many cases will not become apparent until years down the line. Though I'd also agree if you freely sign up for military, you know going in they will require vaccinations, this is just the latest one, there will be more in the future for sure.
