because they are their best fighters, the staunchest nationalists and they need them. the moment ukraine is settled and well controlled they'd crackdown on them in a heartbeat... but Putin will be aiming to do that first. whoever wins will do it. both are well aware that those groups can quickly grow to become competitors for power.
