Find the root of this, how did they get here, who helped them. Because as I've stated already, it might just be the tip of the iceberg for now, you and your neighbors certainly don't want dozens of types like those settling in your area. Alone you can't do much, except investigating, but if the neighborhood becomes aware of something they don't even suspect, you'll be dozen protesting, and that's an entire different ballgame for the mayor and city officials than just a lone "grumpy customer"
