Where is a better question. I imagine there is merit for a civil case anywhere in the US at least.

Technically it should be equivalent to the taser, "less lethal'.

Less lethal is not illegal anywhere afaik. People carry pepper spray all the time, this isn't the UK lol.

The bigger issue is that you (presumably) don't know the size of the person that you might have to tranquilize. The too much can kill a person and not enough is well.. not effective. The right dosage also doesn't work immediately.

Their is a reason anesthesiologist make so much money.

That said.. if you are going for a lethal dose, that might be a safer and less messy way of dropping a person.

No need to worry about over penetration, just make sure you don't shoot the wrong person.
