Their inventory of nukes they directly control is probably around a couple dozen. Their real inventory actually consists of all of the ones they indirectly control via other "allies" like the US, UK and France. All in all they really only have enough to start shit on their own and will leave it up to the other countries to finish it for them, as per their usual methods.
