I'm against it being a static system that's automatically activated. If local communities want to have mutual aid agreements, fine. And that's fine up to the state level if they're specifically activated by state legislatures for each emergency separately with non-negotiable deadlines. Having it federally controlled and federally initiated is obviously intended to be expanded to whatever the Fed decodes is an "emergency" or a "public health crisis".
