This exist but I feel like an asshole because why? Are they not making enough money? Do they not have free housing? Health care? Money for dependents? Are they not married? One person taking care of 6?

I knew some people in the coast guard and navy that got a stipend for their kids and housing off base.

Please explain or at least point at where is the failing?

They make plenty of money, and get plenty of free shit, and added pay and benefits on top of it all. If their family is starving, either something went wrong and they need to talk to their command, or they royally fucked up their spending.
