The linked report (dshs.texas.gov) claims on page 11 a "COVID-19 cases" and "COVID-19-associated deaths" breakdown between "Fully Vaccinated", "Partially Vaccinated", and "Unvaccinated".
The headline bullet point mysteriously drops any reference to "Partially Vaccinated". It also mysteriously omits the denominators of how it determined "rate per 100,000" or how many tests were forced on unvaccinated to discover cases and omitted on vaccinated since there's no way they could possibly count as a case.
