Why bother? If they are allowed to take the money at all you have lost the game. How about any government employee that takes any money other than their paycheck gets sued for all damages to all affected parties, and any deaths resulting from their actions can result in the death penalty.
Suddenly public service would be just that, and those in it would be VERY FUCKING CAREFUL with their decisions.
