Obese
Diabetic
Had sleep apnea
Had a heart attack that put him in the hospital

They apparently stuck him on a respirator just before he died.

There's no incentive to try anything else when the government is paying you ~40k to diagnose and kill someone with a ventilator.

Hell, you could argue the incentive is to find a reason to intubate.
