It's so normal it's ubiquitous. When I used to live on the outskirts of Detroit, it was at least once or more a week. Not just money, rides too. I would just say something like "Shit man, I ain't got no damn money.." or "I'm broke as fuck, bro.."
Some black women have no shame about offering sexual favors for money and/or rides while you're trying to pump gas.

I try to stop only at gas stations with good lighting, look clean, and have a major intersection or are on a toll highway off ramp. Ideally, I only buy gas at Costco.

From now on, either I act like I didn't hear the person or just say, "NO". I had been accosted on the street before, but never at a rest stop.
