If it is freezing out, why would there not be heat inside?
I was thinking of last winter when that freeze hit the US late January - early February. A lot of people didn't have power so no heat. I also think that some people don't use heat to save money. I remember reading someone that said they couldn't turn on the heat until ice formed on the inside of the windows.
Ah, so a one off event. Places that are regularly cold have gas lines buried that deliver gas to each home. A lot of the power lines are buried too (unless it is an old ass house) so the houses will be warm, and socks will not be worn to bed.
