So can cut that right out of the already overblown budget. The FBI and CIA are two such agencies in the USA. Rotten to the very core. Corrupt from top to bottom. Through and fucking through. Only the deeply corrupt can thrive in such a culture, and that is exactly what we see.
When this happens, you wrap up the agencies, and either build new agencies from scratch or hand off their various responsibilities to other agencies. America has more than twenty other working intelligence agencies that can pick up the slack here.
It is time to shut them down. Send in the Marine corps. Seize everything at gunpoint. Fire the employees and start over.
