It is not just theater. It is not just for show or for convenience. It is not about seating room. There are LEGAL implications.
The White House is the seat of power for the executive branch of the government. There are laws about what a president can do from the seat of power and what they cannot. Actions that come from the physical white house carry the weight of the Federal Government by default whereas once the president leaves the physical seat of power he is just a citizen that happens to be President. His actions are his alone as a private individual unless the symbols of office are brought to bear. The seal of office, etc. If a speech is made and the official presidential seal hangs from the podium, then the speech is from the President. If they take down the seal the speech is from a citizen. When a sitting President is on the campaign trail you will never see the Presidential Seal.
This is something that is rarely thought about outside of regulations regarding campaign finance. It is illegal for a sitting president to make a campaign fundraiser call from the oval office. From the Oval Office he is President and a president calling and asking for money is a public official using his position to intimidate and extort. If the president gets up and goes upstairs to the private residence (a private home that just happens to be in the white house) that same exact phone call is now perfectly legal.
If you make a fake oval office movie set and have a private citizen (who just happens to be the president) stand up and make proclamations, mandates, or Executive Orders, it is very possible that those proclamations, mandates, or Executive Orders are NOT OFFICIAL and don't carry the weight and authority of the Executive Branch. They COULD be official but we would never know without inspecting the documents and verifying the official presidential seal etc.
...And here we are with a 'mandate' that all business over 100 employees must force the vax or be fined... but nothing came of it. OSHA has no time line. It is almost as if the proclamation from Biden was not official. Things that make you go hum...
