(I've had this theory running around my head for a couple of weeks, but I've just found evidence that I'm right.)
Western governments are realizing that they have reached maximum saturation of jabs, that there is absolutely zero chance they will ever reach the percentages that they stated are the goal, and are intentionally fudging numbers in order to save face and prevent more pushback.
Case in point, Australia. All links are from the Australian Department of Health.

The official reported figures show a daily increase of ~100k jabs, but math indicates a daily increase of nearly 9 million.
They know that they can't keep pushing lockdowns. The general populace is getting far too angry to continue without them risking their skin. There's zero chance they could reach their 80% goalpost before Christmas, and if lockdowns continued through New Years then they would probably end up on stakes. So they have massively fudged the numbers and artificially increased the number of jabs administered, which allows them to get to their arbitrary goal before they lose even more control than they already have lost.
Tl;dr: they're fucking us, we know that they're fucking us, they know we know they're fucking us, but they keep fucking us anyway.
