It works well where I live. The place is nothing but tourists who don't tip for shit. It the only restaurant that dose it here (small town ~5000 pop) and they are the busiest place in town. 19% on every bill.
I work at a tourist trap, usually get about 30% in tips (I was offered to be a business partner Friday by a customer, too). I think there may be 5k people in the area now, pre-covid it was 3k or so, but people are flocking to the area from the cities. Again, we tip out to the staff, which I prefer vs the charge.
They're so desperate for staff at the place, they're giving a $900 sign-in bonus.
