This isn't limited to foreigners. The biggest scam I ever saw was when I did some work for a government agency. The agency would need to hire some technical people for a limited term assignment whenever there was a huge project that required more specialized people than the agency had. The contracting companies have scamming the government down to a science. They hire a bunch of fucking idiots - usually white people in this case - who don't know shit. The company makes a resume for them listing the accomplishments of the company as if they were accomplishments of the person. Then they send these people to staff the government contracts. The government employees have to spend half their time training and doing the contract employees' jobs. After a two-year assignment the contractor's employees are well-trained and experienced, where they are pulled from the government contract and assigned elsewhere. New idiots take their place.
The best part is that the contractor charges so much for the contract employees that it costs more than a government employee even after you factor in their benefits and retirement costs. This country is being robbed blind, and this is how it's done on a massive scale. It's win-win for the contractors because it's the government agencies that look fucking stupid with all the bumbling idiots running around and they get free training and experience for their employees while making a huge profit.
That's why im applying to government full time positions, everyone is robbing the country blind, may as well join in on the fun. That and im hoping i can be a small sea of difference in these huge liberal echo chambers
If you're the government employee you're the one that's going to be training the idiots forever. The pay will be lower than the private sector, and the office politics will be even worse. The benefits will be better, though.
