14K is too low an annual income to require any income tax payment. But they should probably be paying into Social Security since they utilize it even if they've never paid a dime into it. A shitload of elderly and/or infirm illegal aliens are, somehow, collecting Social Security and/or Disability checks even though they never paid a cent of taxes in the USA.
