They are not. But fascism always requires totalitarianism. Fascism is a pivot to more extremes. Be it some form of socialism (yes, that kind of natso socialism) or communism or hybrid model (crony capitalism, fascism, communism) like China uses today. Accordingly, totalitarianism is required to maintain and control it.
One thing I've always clashed with commie cvnts on is how dictatorships are a part of communism.
Commies would of course indignantly deny this self evident fact.
Where they fail at understanding why is failure to understand implicitly stated vs. Explicility.
Communism like fascism implicitly calls for dictatorships because both call for seizing control of private ownership which is an act of extreme violence which calls for strong man leadership.
Which is why both ideologies were dominated by military men.

I'lm slowly putting together a response to that question. I'll post it when I feel it's done. However the simple fact that such a benign statement (any of them on pointing out Fascism's good) gets so much attention and pushback proves the post.
The fact that fascism isn't based on natural rights doesn't make it bad. There are many positives aspects to fascism. Natural rights are nonsense in a philosophical sense, and in a political sense they are contradictory with fascism which holds that everything is within the state, including rights, rather than being intrinsic or given by god in the Jeffersonian sense.
