Mandatory tipping is bullshit, if I get shit service I am not tipping them. 15% is also bullshit, I tip around 10% for normal service and 15%-20% for amazing service. I get it is a rough job, but 10% is more than fair as for most meals eating out with the wife and daughter that is around $5 or $6 for less than 15 minutes of their individual time.
Next people will say that tipping people for takeout is a sign of whiteness too rolls eyes.
If you're not prepared to pay a 15% gratuity on the service you and your family receive, knowing that the people serving you are earning less than the minimum wage, perhaps you should cook your own fucking meals.
Breakfast servers suffer the most. Bartenders make the most tips, but the old lady that brings you pancakes and eggs over easy...
