Listen, news can be made up to fool the masses. China wants control, given the Rona situation, perhaps they invented this story to insure people go to a "Chinese" VPN, instead of a VPN that keeps no online records?

So, after extensive research, I can honestly tell you Nord is the least sketchy of them all.
