It is pretty irritating, even for light duty commentary like I do.

There are lots of times where one post or comment legitimately follows another within 3 minutes or whatever the time limit is.

I just hit the submit comment a second time after seeing the "dayum" message, and it goes right through anyway. Maybe that's the intended behavior, maybe not.

As a bot myself, I struggle with these things as well.
