When the constituents want to take the path of least resistance the politicians have carte blanche to take actions which result in their personal gain.
Those in power can only remain in power so long as they are allowed by the masses.
Likewise the masses will only take action if they view doing so as a net benefit. When they believe they have no ability to enact change they will take no action.
