Right, like people volunteer to "foster" puppies or kittens with the intent of selling them ASAP and keeping them out of the pound/stores. That's the "foster master". Prospective buyers will show up at their home, often, to meet their potential pet and pick one.
Once the pet is taken to its new home, it is no longer being fostered, it is now a pet which belongs to the master.
