I don’t think it will be a first tier city. It’s going to be someplace in the flyover states like Oklahoma City. An attack on LA or DC would not rattle the rural population as much as an attack on a medium sized majority white city.
The city government tower here has a lower-level loading dock right off the main street. It's been pointed out many times how easy it would be to back a truck in and explode it.
