This is what they plan for 2025 to 2028....SPARS Pandemic Scenario (jhsphcenterforhealthsecurity.s3.amazonaws.com)

This paperwork starts with the premise that covid-19 has taken the worlds population down to a few hundred million. They talk about collecting the survivors and having them in supercities. This was written in 2017. Inside this "Plan" they talk about what will happen in 2021 with perfect accuracy. Either someone can time travel or these people knew what would happen because they would be the ones to make it happen....
