Many EVs likely talk to the charger, many gas engines don't talk to the gasoline that is pouring in.
On both vehicles you can remove the antennas for data, but with the EV you may not be able to use a public charger.

Eventually when EVs are required, they will have smart systems implemented and those without the latest updates will not be able to charge at the quick public stations.
Ask yourself, does the government make any regulations to make you more free? No they don't. They want to monitor and control the masses more so than ever. Evs will be a perfect way to do so.

I don't know how Teslas communicate because it's a proprietary plug. Standard Level I and Level 2 chargers do not communicate with the car any more than a GFI outlet "communicates" with a blowdryer. They have some circuitry to make sure a car is connected and ready to accept a charge before allowing current to flow, but otherwise public chargers are much like a gas pump in that you pay with a credit card or app on your phone. They could block you that way same as gas, but you could still just plug in to any standard electrical outlet anywhere.
