They have sub-civilizations underground. That is a logical conclusion of this cycle you point out; the cycle of the democracy slave cattle system. Because what the cycle demonstrates is a human behavior (of the few) to control and micromanage popluations - as well as the behavior of the many who default to blissful ignorance about their environment in the interest of comfort and laziness. Someone has a dome world(s) down there and they are doing the same thing as is happening 'on the surface', but on a smaller level and different domes for different purposes (organs, sex slaves, random experiments both short & long term, etc). At least that is a possibility which is difficult to ignore after having comprehended our own slave cycle. p.s. - 'logical conclusion' is a term I use loosely since as you often point out we should prefer comprehension ie- cause react vs true false - but the nature of a body of text is fixed so it can be helpful to construct the message using logic since motion cannot easily be conveyed in such a fixed state.
