They can easily plant grass and pay someone to pick up the trash and do some basic building maintenance and it wouldn't even cost that much at all. You're right it's easy to spend someone else's money because their solution would be to tear everything down and build them back better at a cost of like probably 100 million dollars or something asinine.

We're talking about government housing though. Yeah it's going to get trashed up. That's just kind of inevitable. But that doesn't mean that everyone that lives there wants to live like that or contributes to it. You could pay one or two people minimum wage to go around and clean things up and you can just ask people to stay off the grass while it grows and they would. The problem is the government is so out of touch with the people that live there that instead of being able to solve the problem in any economically reasonable way they just unload millions of dollars on it because they're stupid.

... Or you could use AstroTurf or while the grass is growing you can put grates above it because some people might not listen or care. I don't know I'm not a landscaping expert. You can hire one off Craigslist for $100 to tell you exactly how to fix the grass problem. But no, they have all the money and would hire a super expert to tell you the same thing the craigslist guy would say. Craigslist guy might even be better if he thinks outside the box.

Absolutely. I don't think some of these people have seen the proverbial "hood" in awhile. All of the wounds are self-inflicted. You could "clean it up" and they'll litter it up again, hoard massive piles of junk on their porches, never mow their yards or show an ounce of pride in their domicile, and drive up and down the streets in the middle of the night blasting their music because they think other people are "vibing" to it. (Someone actually told me this is why he does it.) Anyway, maybe we should go help some old people with their yards, at least they'd appreciate it. Also, I heard that people tried to do this before and were called "racist" because it insinuates that they don't know how to do it themselves and it's an attempt to oppress them with our white values of cleanliness.
