Or rather, don't.
White cops should not be arresting blacks, period, they should refuse to even get involved in any scenario where the suspect or perpetrator is black.
Make a point of it that the unofficial policy is that White police officers are now only dealing with perpetrators and suspects who are White, they will only investigate Whites, only pursue Whites, only arrest Whites, and and charge Whites, they will only place Whites in prisons or holding cells, and will only interact with Whites who are incarcerated or being detained, they will only pull over Whites, and will not respond to any call where the suspect or perpetrator is thought to be of any race but White.
They will emphatically deny that this is what they are doing unless under threat of legal action to tell the truth, and in that case they will admit to it, but then follow up that they have no obligation to persecute black suspects or perpetrators, there is nothing that can be done to them to force them to do so.
In a perfect world, what you propose would be standard procedure for white officers. And I believe there's probably some small segment of white officers already doing that to the best of their ability. By that I mean, that they're doing that up to the extent that it doesn't compromise their job or legal status. As more white cops are persecuted for trying to do the right thing in a racially volatile situation, there'll be more white officers standing down until after the smoke clears.
