What a joke. I assume the penalty / fee they came up with is based on the amount they're trying to tax you on? Or do they just hand out tens of thousands of dollars in fines to whomever they please?
I know it's not really feasible, but I would have seriously considered just fucking off out of the country over something like that. At least some eastern countries have faster internet than the west.
They use proportional fining. If you "gained" tax free money to the tune of 100,000, the fine will be calculated based on it hurting you, but not enough you cant pay it. So they'll come back and say, you have to pay 50,000 in fining. And i asked, the chances of them accepting an appeal, is zero. So realistically, it's much closer to hand out tens of thousands in fines and see what happens.
You said you used the 'lost my key' excuse, but it doesn't sound like it was related to crypto. There's really no way for them to prove that you didn't lose your private keys, or had them stolen. Dealing exclusively with privacy crypto like monero or zcash might help in these instances.

I used the "ignorance of the law" excuse, and it didnt really work. I would think using the "i lost my key" excuse would be just as futile
