It works in Portugal. Has been for like...over a decade. Decriminalization doesn't mean that we treat drugs as good. Drug addiction is a disease. People in Portugal get help. Rehab is vastly cheaper than prison. I don't think the skeptics in here realize that they're arguing that the government is better at promoting moral behavior than *churches*. You want less of something? Get government regulations and taxes all up in there. I bet it could fund a *shitload* of rehab.
