I get what you mean but could we call it recruitment or something? Thinking about immigration makes me gag.

Recruitment implies careful selection; there's no time for that in this world. We need meat for this grinder! We need fresh minds to expand the projection of /our/ message.

Send 'em here and let us do the rest. If they don't stay then they weren't worth it.
