The goal wasn't to kill the grizzlies. It was to put radio tags on them. The US F&W needed precise and accurate Succinylcholine dosing guidelines. The drug is a very fast acting paralytic. However, if you give too much it causes the animal to have a heart attack. For assassines, it is effective because the same drug is used by paramedics when they intubate someone to treat for a heart attack. The result being, the assassin causes the heart attack with the first dose, then the first responders gaurantee the death by overdosing them with the same heart attack drug. The autopsy only shows heart attack and none of the people involved.
