I want a burner phone for my kids: only people they can call are the parents (us) or 911. No apps, no other shit. Am I wrong in my logic?

I don't know how to block phone calls in or out on most phones. I wish stock android would have that feature, but it seems that an app is needed. I can block individual numbers, but I don't want to put in millions of numbers - I want a pattern recognition blocking feature in stock android.
As for 911, any phone since like 2005 can call 911 without service or a sim card.
For kids, if you want some security - any phone would work, and 911 can connect you if there is an emergency, but that could lead to charges if it isn't an emergency.

I wouldn't. Seems like a perfect funnel for the state. For example the sat phone market. While intelligence agencies collect call metadata (whos calling who) for cellphones in general, they likely store or record actual conversations of every sat phone user period. It's just a much smaller market, with far less bandwidth and therefore a lot less to store and record.
Or the accounts that randomly pop up every so often talking about "buy used printers at good will if you're going to make flyers". These people always appear. And they always push this idea hard. And with x billions of dollars, and intelligence agencies obsession with suppressing political dissent down to the fucking individual level (yes really), I would not at all put it past these stasi fucking obsessive lunatics with billions of dollars to waste, to dump used printers at good will and seed the idea on relevant forums to counties in the u.s. that are 'hotspots' for political dissent.
Used is shady. Truth is you don't know who used a used item, or for what.
I don't recommend buying used guns. And I don't recommend buying used phones, or printers for that matter.

If you are concerned about previous activity, just keep the receipt. Can't be prosecuted for something that you didn't partake in, and if the entire chain is documented, I think that can help with a defense.
No idea how the thrift stores keep stolen goods out of their supply, but I don't worry about that too much.
I doubt thrift stores keep track of purchases, so tracking down who has it is wont' get too far.

Never underestimate the judicial systems willful and malicious ability to ignore or deny the right to enter evidence into the court.
