you ask 'why' and i think there are at least several potential answers - here's some possibilities...
- i don't necessarily agree that "In the absence of Q no one would have done anything anyway" - 'Q' obviously promoted inaction by encouraging people to 'trust the plan' - what some of these people may have done absent 'Q' is speculation
- i think one of the most likely and possibly important reasons for 'Q' was to marginalize the followers - take 'pizzagate' for example; there is much truth at the core of that story, but if the person also believes in the 'Q' stuff, it's easy to dismiss both them and the story as bullshit - the same is true if use the 'deep state' as an example
- without knowing exactly who ran the psyop, it's only speculation, but another purpose may have been data collection and tracking to learn where these people migrate (other forums, etc.) and who they associate with
- finally, i'd ask, why not? psyops like this are not uncommon
Well the best why not is: what if people who can make meaningful systemic changes believe and then are disillusioned? Dangerously destabilizing
