Yup. There was only war in Europe when Chamberlain was forced out of his peace position and they shut down communication with Germany. Up until that point there was always peace and rational discourse and possibility for diplomacy. If they would have worked it out, there wouldn't have been a war at all. It was the legislation at Versailles that Germany had a problem with.
