Just allow downvotes but don't allow any sort of suppression. No collapsed threads, now limiting of free speech or visibility of comments. I think the whole issue us really about the butthurt aspect of disapproval or rejection from others. A comment can get -100 but still be visible and accessible. It's just a number. It doesn't have to equal suppression of speech.
