Regardless of if you really did get mass downvoted by sock puppets, "JesusTheChrist666" demonstrated that negative karma wasn't limiting the ability to post submissions. That user got their CCP above 100 before flooding /v/all with pedo word-porn submissions and thumbnails of scantily clad jailbait/prepubescent kids.
How was negative Karma not limiting the ability to post when having negative karma meant you could only post once every 24 hours?

Here people can actually post anything, at least still.
On ruqqus you can still post anything, but anything considered offensive is now being hidden.
Speech isnt free unless it can be made by everyone and at least initially read by everyone, who can decide after reading / hearing it whether or not they want to block it.
