Both Collective and individual punishment, so sacrificial pawns/scape goats isn't an option. That's the only way you get the higher ups to pay fucking attention too, on both sides. Also, as I mentioned, they get caught they did it all for nothing; results are canceled for whichever wins because of that fraud
