With the FEMA, they're calling it the presidentail alert, test happening today they will be pinging every phone in the US. That's not to say FEMA themselves are to fear. I personally don't trust them. But a lot of other alphabet agencies have the tech to "listen in" on this ping.
Although "No action is required" you will still have to click on something to close it. This is a possible time for them to capture both front and back camera pictures. Along with a lot of other info from your phone via the imsi-catchers which we know certain agencies have on small planes that circle cities and towns.
Edit: some cities like NY have imsi-catcher towers placed throughout them. This is public knownledge since 2012.
Wouldn't that mean that they could do it when you turn your phone back on when you dismiss the message?
That's the idea behind leaving the phone off for an hour or so after.
But that's one thing I've thought about as well. In doing so you might be easier to "track" as you won't be lost in the mass noise.
Either way. My cameras are always covered.
