So basically the best hole in the wall shit hole bars have to claim a percentage of their sales are food. Often it's a 20 y/o disgusting bag of chicken tenders only one asshole is drunk enough or stupid enough to order in a month.

All fun bars are forced to pretend they sell more food than they do.

From what I've gathered, practically all small businesses in my area avoid paying taxes in a few specific ways and, seemingly, the majority of them use the same few people to "manage their money".

Now that's awfully odd, don't you think?
