This phrase is much older than WW2. It is originally thought to come from a seamstress using an entire bolt of cloth, which also commonly were 9 yards longs in the past.
There are instances of this phrase in print predating 1900.
A full kilt is 9 yards long, I heard that's where the expression comes from.
