Problem is that this quote is likely false, he never said or wrote any of it as far as I know

That being said, he however planned to "surf" on the antisemitic wave to forward the immigration of jews to israel

I haven't found a single bit about herzl indicating he was anti white, but he was definitely pro jew. Not a hateful person as far as I can tell, he spent most of his life trying to figure a way to build and populate israel, and get funding also, his ideas took a while to get traction, rotschild wasn't a big fan of him in the begining and I think he didn't like him much as a result. The rest, gentiles getting pissed at jews, was something he apparently didn't care much about, but he definitely saw it as an opportunity to further his project.

There is no such entry, neither in the German edition from 1922, nor in the complete English translation of Herzl’s diaries from 1960. The latter has an entry which shows that the first two sentences have been added and the rest of the alleged quote has been distorted so as to completely alter the message: "It would be an excellent idea to call in respectable, accredited anti-Semites as liquidators of property. To the people they would vouch for the fact that we do not wish to bring about the impoverishment of the countries that we leave. At first they must not be given large fees for this; otherwise we shall spoil our instruments and make them despicable as 'stooges of the Jews'.
