I believe in a night watchman type of state.

For example, a public board that hunts bandits and criminals reported by citizens and conducts patrols. What law enforcement ACTUALLY should be instead of locking up people for a plant and driving 5mph over

There's your one flaw - a board, any group of people, is an entity - there is no such thing as a public entity because the public itself is not a singular entity that can be wholly represented by any singular entity. So your "public board" constitutes a State, and it is a fraudulent criminal entity because it calls itself public.
