WTF? That's Golden Gate Park in San Francisco. Yeah there's a golf course there, but it's a tiny 9-hole par 3 course and you can only barely see it in the picture. And despite the washed out pic making the city look like a physical wasteland, it's not burned out - yet.

I read the course did have water pressure and was using their sprinkler / irrigation system.

That would make sense. Golf courses in California typically water with non potable water. I recall a lot of courses having signs posted about not drinking the water.
