I'm actually impressed. That Max Headroom pirate broadcast must've taken a good few weeks to plan, put together, and then launch for a two minute broadcast, especially if it was a nationwide pirated broadcast.
IDK why this one gets people so bad.
All you really have to do is rotate the camera add some filters and such to say the least as well. Add in a voice changer / screw with the voice a bit to as well.
This is really basic stuff for the most part.
Maybe the hacking part or something like that, but none of that video is really that bad or isn't at all for the most part.
This was all super cool and awesome stuff in '87, though.
How would you do all that with 1987 technology?

Rotate the camera - 1980s camcorders https://www.bing.com/images/search?q=1980s+camcorder&FORM=HDRSC2
Top is warped - video effect or something like that. Plus the other video effect.
Sound and video alone if they snuck into a professional video studio and edited a bit maybe a few / bunch of college kids / college nerds / college geeks or a couple at least. Edited it in a couple of hours or maybe less than an hour or had access to it in the first place.
Professional studio back in 1980s easily edit the sound with the sound switches built into one of those dashboards and adding in some of the extra camera effects either they used that to rotate the video back and/or forth or rotated it before they ever brought it to the studio where they added a couple of camera effects and screwed up the sound using the sound switches in the board.
1980s camcorder - rotate the video before you ever take it to a professional studio that you snuck into then snuck into the media room or something like that to have it play since they had the people distracted for a bit or something like that back in 1987.
My going thinking is they might of snuck in to a professional studio if they snuck into the area to put these files on the computer or on air somehow.
They might of played around with noise in outside roles to screw up the camera recording a bit.

People have bad assessment capabilities. If you put a cheap wine next to a good wine on a table in a blind taste test, most people would get it wrong.
