It's a picture of a plane with a flashing red light. That short time lapse caused the plane's lights to make the bright streak and the periodically flashing red light to appear at multiple locations over the duration of the shutter open time. You can see a streak from a meteor near the "UFO" which does prove that the shutter was open for a while.
