Ya pretty much. We drove out there in an old sports car I had and even though the govt had carved a sharp ditch in the road (like a reverse speed bump) we were able to get on base. There was a big chain link fence gate, but it wasn’t locked (or fastened closed in any way). There were no other barriers and we drove around the entire base. It was a pretty surreal experience. Even went to the old “elephant cage” antenna array (one of only three in the world, used for communicating with submarines - allegedly under water).
